Okay I need some 25mm primatives to fight my Atlanteans,
kinda of an at the Earth's Core game.
A bronze age civilization holding off barbaric semi-humans.
I do have a tight budget so I was considering the Wargames Factory Orcs, but that's my last resort.

from Baueda might work.

Yeah, the Bueada Trogs were my first choice,
but initial cost and shipping was going to strain my budget.
I'll probably need about 40-50 figs.

Contacted Wargames to see if they still have some in stock.

Why not GW Lizardmen in plastic. You can use both the big and smaller figs.

Lizardmen would be cool. You know you could just buy fewer Trogs and make them tougher.

I am going to suggest some laser rifles for the Atlanteans. Nothing says "Atlantis" better than Mycenean Greeks with lasers. Surely someone produces them.

I have seen novice aztec warriors used as primitive warriors they usually come in just a loincloth and most are cast with open hands.

Some cheap arrow fodder can be had from Castaway in his ancient range, Zagros Highlanders, Midianites and Philistines.
Also check out His early Mahadists they are wearing a long cloth wrap called a tobe, I have about a hundred of these and I use them through different periods.

To add variety to the Atlanteans, some 'Ancient-looking' minis elsewhere used as 'Barsoom Martians' can be inspirational; a few 'historical', most 'fantasy' ('humans' from Crocodile Games, for Tekumel, even Elves):

The Cavalcade Amatzls look nice link but typically 'Mesoamerican', and the range is currently very limited.
Then of course there are the Shadowforge 'Maiden Guards' for the Temples of Light and of Dark ('Fantasy' range) link
