It is not a LOTR variant but I thought that was one on the things that Occult Wars was supposed to cover.

"Underworld" to me is a limited model, skermish style game…
LoTR, to me, works best for lots of people trying to kill each other. It's a little TOO streamlined for how i'd do "underworld". Having said that, try the LoTR mods yahoo group, there's prolly already rules there. I found pirate rules there.
"occult Wars" is great, "RoadKill" is also bang on for this type of game.
But if you want to try using LoTR, let me know how you go, As i'm a mondern horror gaming nut!

I haven't played Occult Wars but after scanning the website and looking at the sample characters available, it sounds like what you're looking for.

I looked and the LOTR Variant Yahoo Group does have a file called "LOTOW Vampire.doc":

It is not perfect for Underworld (not much about werewolves), but could be a place to start.
