I think both may need to be members but I am not sure. The only PMs that I get are from the editor, owner of the site.

Yes, both parties need to be Supporting members, like Bashytubits and me, in order to PM one another. If one is a supporting member, one has the blue square with gold TMP and three stars as well as the square P (which is the PM button). See: TMP link and TMP link

You also get access to the Lounge where all the kool kidz hang-out. And being a Supporting member allows one to list items for sale in the Marketplace.

I had a supporting membership once but I couldn't find a way to get rid of the lounge boards so when it expired I didn't bother to renew.
