Piles of rubble on their own, or buildings covered in their own rubble?

If you mean the latter, Novus made (makes?) the old JR Stalingrad line.

And if you mean the former (piles) …

These are scifi ruins, but they are really just industrial ruins. Some of the ideas might work.

Does anyone make rubble piles for 15mm, specially for those who already have buildings and streets that still look too clean?

I don't think I've ever seen convex or concave brick rubble piles in resin, for dressing up building corners either. Or brick debris piles with a flat side, to sit up against an existing wall. They really wouldn't need to be too massive either, or the cost might not be worth it to most people.

That might be a new product idea for someone to explore.

hes got quite a few pictures on there with 20mms. A lot is better suited to 15mm in my opinion. if you have any jr miniatures buildings they match very well
