I am looking for troops with armor, not bulked up power armor, but troops that are completely covered. My Google fu has left me, I tried and could not find any satisfactory. They can be 25mm too.

Could get hold of some cheap plastic WH40K Eldar guardians and give them human heads.

The Pig Iron figures are great. The System Troopers sound about right.

But if you're happy with 25mm, you can't go past the Ground Zero Games Stargrunt line. I'd suggest the NSL Panzergrenadiers are exactly what you're after.

Dreamforge plastic stormtroopers, really nicely designed and executed figure or if you don't mind them all armed with the same rifle Abberant mini's CSO Peacekeepers.

If you are looking for a smaller version of human, Hasslefree do the Grymm in light, heavy, close combat and specialist poses.

I don't play Infinity, but it does seem that they have a fair number of fully armored sci-fi minis that are much sleeker in design than most bulky power armor.

WARZONE Imperials Red Beret. They're heroic scale but very nice. You can check them out at Price August.They don't where helmet only Berets with full body amour.
