Are there any minis out there that would make for a good stand-in or base for Klingons as seen in Star Trek from The Motion Picture onward – long hair, head ridges, armored uniforms, KISS boots, etc..?

Not in 15mm that I am aware of.

The Space Vixens lines carries some in 25mm/28mm scale. I think the latter, but not 100% sure.

They are superb looking, but only a few poses are available.

I would LOVE to buy 15mm Klingons (with ridges)!!!

Like potato chips, Klingons are definitely better with ridges.

What do you think the laundry list of conversions would be to make passable ridged Klingons?

Besides the head ridges it would seem that the following are must-haves…

Shoulder pads
Warrior's Sash
Long hair
Gauntlets

Anything else can come down to paint, I imagine. I think there may even be some figures in the GZG roundup that have similar shoulder pads, but I can't check at the moment.

How about these?

- Lamellar-looking vest* and shoulder pads, with vertebrae guard running along the back;
- Boots (but I really don't like the ones with the up-turned toe tip though); and
- Side arm and blades

* Very Assyrian-like, at first glance. I actually view those Klingons as the equivalent of Space Assyrians.

I imagine that the conversions for 15mm wouldn't have to be too extensive to pass the "3ft Rule". Hitting the key notes for the look should suffice.

For characters that works. I am thinking of field troops so a more compelte uniform might be best.

What are you starting with?

15mm Steppe "Turks" on foot (or Cossaks)? I imagine they already have the boots, moustaches and be bare-headed (to add ridges) or with top knot.
