Those are holders for the antenna. The whole antenna pivots at the point of attachment, so when it's down, it rests in that structure.

Jeff is correct. If you want to further dress up your command tank, the antenna is as long as the trough and pivots up from the rear. en.wikipedia.org/wiki/Panzer_II Click on the fourth picture down.
