Nice! That one tablecloth is a lifetime supply of water!

The old Major General's page recommended cellophane giftwrap, because it's shiny, translucent, and makes waves as you slide figures on it. I used a sheet of this for a set of D&D games in a watery cave system, and it works really well. Here's an archive on the Wayback Machine: link

Perhaps wrap scrunched sandwich cling wrap over it?

Then it may look more like it has depth and clarity.

It works – not the prettiest river, maybe, but everyone playing knows where the river is. There's nothing wrong with this approach, to my mind.
