I am wondering if such a thing exists. If it does, what is the standard (in terms of base, frontage, # of figures, etc(. If not, what do others use? While I know I could just come up with something of my own, if there are official guidelines, I'd like to consider those!

For FOG heavy infantry I put 14 10mm infantry on a 40x15. I drop down to 12 on a 40x20 for mediums and 8 on a 40x 20 for lights. Cavalry is a bit tougher since the size difference is pretty large between say OG and Pendraken but I try and go with 6 knights, very heavy close order cav on a 40x30 with 5 for armoured/protected and 4 for lights. All of this is really founded on my desire to go with 10mm to get a greater mass look.

There's a suggestion for 10mm troop numbers on 15mm scale (40mm wide) bases in the DBMM rulebook (I know thats not strictly speaking WRG but it's all but!). I've done several DBA armies in 10mm using Chariot figures, I'm amazed you can get 14 infantry on a base!
What I'm doing is (slightly different from the Barker DBMM suggestion):
40x15 bases regular heavies 10 per base, irregular (ie 4Wb equivalent) 9-10 per base
40x20 bases regular auxillia/bow 8 per base, irregular 7, psiloi 3. Cavalry – LH 2 per base, Cv 4. These are also on 20mm deep bases, with sabot extensions to take them to DBx depth

OG strips of 5 fit with room for two more figures (either clipped or I use GFI singles) on a 40mm frontage. Depth is snug on 15 deep but quite achiveable and there is plenty of depth in 20mm.

It is the cavalry that I find is the hardest both because of variable figure size and simply that some casting 'stick out' on the side more than others.

My inclination would be to increase the number of figures per base to get a sense of mass. (Which is what I've done with 10mm FPW on standard POW bases)

I'd only consider smaller bases if I was going to reduce distances etc proprtionately to play on a smaller table.

Way, way back, when 15mm first came out (and WRG 4th, 5thy, 6th were in fashion) I always wondered why it was 4 x 15 mm to a WRG 25mm base didn't catch on.
