Is it true that one must be a Fanatics member to vote on this?

I don't believe so. Terry set up a poll on fanaticus, but I imagine will tally votes noted here as well.

If you are not a Fanaticus member, simply state your choice here and i will include it in the final tally. Any votes cast after midnight 12/20 (Sunday) will not be counted. I chose Fanaticus because it allowed me to display the army pictures easiest. The voting is open to any and all who care to vote – that being how this award is set up.
