Contact the Schenectady Wargamers Association, they have a mailing list that reaches hundreds of local gamers and have a monthly mini-convention and their yearly convention

Any other rules suggestions? I'd be looking for a system that is not overly complicated and does not require a large number of figures.

Tom Thomas does some incorporation of fantasy concepts in DBA v3. I know Basic Impetus had a version with fantasy. Mighty Armies as well as Neil Thomas (fantasy lists on the yahoo group) also meet your requirements of not needing a great many figures.
