Do you mean like today, or in general?

Typically will tweak most all rules to taste. But then don't have to make changes after settling in on what needed a changing.

Rules? Almost never.

Rules are the things that govern the dynamics of the game.

Tinker with stats, conditions, scenarios, etc.? All the time.

Minor changes, mainly to better reflect the historical aspects since I do mainly historical gaming. And by minor I mean, like tweaking the number of figures per unit, to reflect either book strength or actual strengths and to be able to use them in a more accurate fashion, i.e. in order to have sub units of more equal size.

If I do a convention game, I have been known to list the rules as "modified".

Some rule sets are so poorly written that they have to be tinkered with just to make them playable.

For Historical scenarios, always: generic rules average away the specifics or the historical data into an average … to recreate historical events, you need to take out some of the average and replace with specifics. To taste, of course (depending on what aspects of the historical scenario you intend to bring out) ..

For tournaments and pick up games, if the book is good, I'll go with what's in the book.

I generally only add rules additional rules to cover situations that I don't find in the published rules when a scenario requires it. Otherwise I play the rules as written.

I have a friend who tweaks rules quite a bit. Every adjustment favors his army.
