Mutant Chronicles and Only War must win, since they are directly based on war games :-)

Stars without number is fantastic, but I don't know if it's particularly well suited to military campaigns.

Laserburn, Inquisitor and m own Starport Scum all sit on the border between mini's and RPG's

Heavy Gear started as an RPG and ended up as a war game, so maybe it should "win".

Renegade legion is a background. Legionnaire is the RPG, and there were multiple war games for the background at a wide variety of scales (skirmish to theater level).

Conversely Savage Worlds started as a war game and ended up as an RPG :D
