I never see the need to differentiate between 25 and 28mm for most practical purposes. In the olden days, we accepted a wide variety of sizes and shapes in what were universally labeled "25mm" figures. Only when the industry folks started to refer to things as "28mm" did a sense of otherness creep in. (And I think the Fantasy figure manufacturers are most to blame for this, in scale one-upsmanship.) I personally don't find these ranges that incompatible and I mix my troops accordingly, as desired.

Either are preferable to 15mms.

Yes, it irritates the crap out of me. There is already huge disparities in size between supposed 28mm manufacturers, not to mention that I can name a self-declared "25mm" manufacturer who has offerings that dwarf many so-called 28's.

And then there's Ebay with both a "25mm" and a "28mm" category to confuse everyone…

Just let it go.

25/28mm is the way to go. My first group got me started on them in 2002 and been painting them ever since. Sadly, I am about at the end of my lead pile. But on the good side of the coin I can get a few plastic troops for a change. Current job loss has hampered the purchasing of troops, buuuuuuttttt I had a huge stockpile I am almost finished with1

I voted 28mm but have some 25mm that works fine with them and I have some 25mm that don't.

I have yet to see a 25/28mm figure. What would that be a 26.5mm? If one of choices is 25/28 then you don't need separate 25 and 28 choices.
