So much would depend on timing. The earlier in the war that he took command the more difference it would make.

True. But he was unlikely to have been given more than a corps early on. And he probably couldn't have handled much more any more effectively than the actual commanders.
In the end, it was all about logistics. Rommel wouldn't have improved that.

The Eastern Front was a war of who had the most men to throw away.

Probably slightly better for the Germans, but the Eastern Front was decided by high level strategic decisions, not grand tactical
