Chain Reaction would be my vote. It's been adapted to most anything.

Having read and played most of the rules listed, I have to agree that chain reaction is by far the most versatile I've ever come across. I think The Sword And The Flame is getting high votes is that it's various adaptions better known.

I have always been intrigued by THW Chain Rx rules but have never been able to wrap my head around all the actions/reactions. Just me I guess as lots of folks enjoy it.

My group likes the SoBH/Fistful of Kung Fu mechanics. For skirmishes though. Can't see where it would work with larger forces.

Was Pulp Alley considered?
