Hard to rate a tank that was never actually built

Given that the FT-17 was a WW I tank, probably not completely fair to include it on the list. But I guess a number of interwar designs are on here too.

The Ram was never used in combat as a tank. It equipped training units in Canada.

The Ram chassis was used in other roles, most notably as a tracked APC, but none were gun tanks.
