It's intriguing. I keep figuring maybe 50-60 types and levels of warfare, if that many. Multiply that by maybe four or five to account for mechanisms some players just won't put up with, and you wind up with 200-300 rules, which we could fine-tune like Chess or Soccer. Instead we have thousands, few of which are ever revised, and not a lot of progress.

I suspect it's a problem with copyright laws. But it may be a problem with wargamers.

Just a re-prints for Spearhead and Modern Spearhead. New editions aren't necessary.

Wasn't Stars and Bars a sort of Empire for the ACW?

Another set of rules I owned but never played, wasn't compelling, and then sold off.

Sadly enough, if you are talking Rally Round The Flag, (RRTF), the old Iron Brigade/Heritage Rules by the late Terry C. and not the Scott Monsou rules of the same title, I am afraid to tell you that they are essentially gone. The person that owns them has "designs to get them back in print "one day"." However his life is hectic and he has "family issues", (That's all I will say on this subject).
I tried to purchase the rights to these rules back when Terry died and Kay informed me that she had given them to a friend.
Since then, I believe what copies are left are probably sitting in a storage unit with the owner of them doing whatever he is doing and his dreams of publishing them again, are in the cerebral ether…

Och! I had Rally Round the Flag at one time, but never got into the ACW with minis so let it go. Now I kinda regret it, despite all. (I've still never amassed ACW armies but I'll gladly play a game someone else puts on.)
