Except the part where Texas and California are allied. Just can never see that happening.

That was exactly what I thought before the film. It does sort of make sense in the very limited political setup for the film but really the film side steps all the potential reasons and is more about attitudes and potential outcomes ( trying to avoid any spoilers). The story it tells rings true, even if the background is hard to credit. It's about people and what happens to them in such a situation.

Taking it it's a Propaganda piece, but even conjecture could, or couldn't happen, or the opposite it says it's showing.

The producers said they did not want to make a statement about contemporary or near-future politics, or try to predict who would fight who. They were fully aware that a coalition of California and Texas wouldn't be very realistic and were more concerned with how a civil war would affect the common people.
