Wow, but I'm not surprised. There are many Internet "investigators" who believe the evil "Elites" are already doing this via DARPA experiments and "controlled energy weapons" in space that are already engineering climate change, wild fires and individuals targeted for mind control. I wish this was only scifi but there are folks who believe it. |

There are plenty of legitimate, shovel-ready schemes for geo engineering. All it takes is for someone to decide to spend the money. It's not clear whether these schemes would work or not, but they are certainly attempt-able. It's absolutely unclear to me whether any country needs any other country's permission to try it. I don't think you could call it an act of war. |

Kim Stanley Robinson (Author of the Red Mars, Green Mars, and Blue Mars series) recently wrote an SF novel titled "The Ministry for the Future" which dealt with that subject (among other things). A very interesting take on things. |
