Researchers from MIT's Computer Science and Artificial Intelligence Laboratory (CSAIL) and the Senseable City Lab in the Department of Urban Studies and Planning (DUSP), have taken a step toward that future by designing a fleet of autonomous boats that offer high maneuverability and precise control. The boats can also be rapidly 3-D printed using a low-cost printer, making mass manufacturing more feasible…."

Should probably perfect autonomous cars first.

But they don't have to contend with pedestrians jaywalking. Probably makes the coding a bit easier.

Except for in movies when have ever terrorist used a high tech system in their attacks?
They don't highjack airplane autopilots to crash them into buildings they highjack planes with utensils.

They drive cars into people.
The most high tech weapon terrorists use is automatic weapons.

By the way if every vehicle is automated they are far safer and effective than if only some are.

Large ships are already largely navigated by GPS systems guiding the ship's navigation computers. Next time you are on a cruise in a high traffic area (like Miami to the Bahamas) go to the top of the ship at night time. Looking aft you will see all the other cruise ships following you in a nice line. Looking towards the bow you will see ships in a line in front of you. The lights of the ships make it easier to see at night. You'll see that you are on a "highway" system were all the ships move just like cars on a freeway. The humans are used when there are problems, during rough weather and when entering or leaving harbours.
