If downloading (old) movies from Archive.org…what FORMAT do I want them in, either to:

Put on a thumb drive and plug into my TV

or

To burn to a disk for my DVD.

I should have stated that the choices are:

Cinepak (.avi)

H264

OGG Video

or

Torrent

HD DVD and Blu Ray can both play H264.

Regular DVD is MPEG-2, which should be an easy convert from H264 with little/no loss of quality.

Most regular DVD players won't play .AVI, OGG or Torrent.

Really, you should look at your DVD manual (physical or online from the manufacturer).

Yep, mostly Oldie Moldie's, but lots of Schlock Horror/Sci-Fi from the 50's too!
