It's Mongolian throat singing (Turgen in the title is a mountain in Mongolia). Cool, but I prefer Mongolian folk metal.

Turgen is also a place name in Kazakhstan and Russia. But in this case,it's the guy's name: Turgen (or Tyurgen) Kam.

There's no Wikipedia entry for him,though there is one in "Vikipedia" (in Turkish--and I'm not sure how reliable the English translation is). It (and some other sites) say he's "Russian", whatever that might mean.

Throat singing seems to have spread,especially after the collapse of the Soviet Union,which attempted to suppress it:

Anyway, I notice people arguing about the music on youtube, for whatever that's worth, including here:

Mostly seems to be Mongol vs.Turkic,as far as the songs go, although here,one person said he should be sued by A Tribe Called Red, which is what led me to their videos. Question is, did he "steal" their music, or "cover" it? And didn't they "adapt" a traditional Native American song? As I said before,it gets very confusing.
