OK, people, self-control to not let this get political, which the entire idea reeks of.

Let's talk PRACTICAL opinion.

MY TAKE: It is COMPLETELY overlooked in the article is that there is already a mechanism in place to gain these "lateral expertise" roles…

They are Contract workers, Specialists and Advisors that any Branch can (and already DOES) hire and vet, granting authority without having to grant COMMAND or RANK.

Go the route already in place – GS-XX worker.

I see a lot more Edward Snowdens in our future. Not wanting to be political but there is something to be said for a shared background/world view that is created coming up through the normal promotion channels. Sometimes it may lead to myopia but like your said, paid experts on a case by case basis can make up for that.

What is missing is 'leadership'. There are thousands upon thousands of senior managers out there, even in 'high-tech' areas, but damn few leaders. And civilian jobs rarely encourage leadership because to demonstrate it is to threaten those above you. It happens in the military too, but the odds of bringing in leaders is much lower than training up leaders.
