I have a washing line pole holder in the ground. HOWEVER the current washing line pole is smaller in diameter.

You can (somewhere) get sets of collars – these are basically concentric ring sets, and you remove the inner ones until the hole is the size of the pole, and the outer ones until it fits the hole.

I can't find any in the UK – Possibly because I don't know if they have a proper name!

Any ideas? The rotary line is always at an angle!

Go to the hardware store and get an (or a couple of) appropriate diameter PVC pipe sections and just make a sleeve.
