It's based on Pax Romana, which was a classic of its kind. Going by that, I'd expect chit pull activation, empire building (garrisons, towns, cities), military expansion, in-built balancing mechanisms (limit to how much you can effectively control, multiple paths to victory) and some random chaos to deal with (revolts, factional infighting, catastrophic events). There will likely be a fair bit of errata and it might take a while for the rules to settle down (but then again it might be OK straight away!). Could be very good but if it's anything like Pax Romana will take some time and effort to get to know. Try the gmtgames page for more info. Go to the p500 page and you should see more.
