I was going through some of the stuff my brother got at an estate sale, and this is one item.

To ship it, I think you will need to break the seal on the bottle to ensure there is no pressure built up in the tank. You can't ship scuba tanks with the valve still installed.

By the way, that is pretty neat. Very nice condition too. The bottle should have a date stamp on it for when it was last pressure tested.

I talked to the lady at the Post Office counter, and she told me that as long as the bottle was empty of gas, it should be OK.
Until I talk to the NEXT lady at the counter…

Venting it shouldn't be a problem. Still I'd be chickening with the Post Office to see what kind of, for lack of a better term "Certification" process they would need to be ensured that the bottles were indeed depressurized and ok for shipment first. It might save you , and the person on the other end a ton of hassle. You could also check with other shippers like Fed Ex and UPS to see what their policies and certiufication rules are for such things.
