She didn't make it that way. The blame falls squarely on the shoulders of the writers who couldn't give her a consistent characterization.

Janeway was the commander. Mulgrew is just the actress stuck with playing an inconsistently written part. But when the part was good, she was good.

Recommended episodes:

"Bride of Chaotica!"
"Living Witness"
"Author, Author"

Mulgrew has a lot of fun in these episodes, and they're worth the watching.
She's also good in her scenes opposite the Borg Queen, especially in the finale. She also plays really well opposite John DeLancie's Q (the two actors are also close friends). Her worst work is not surprisingly in the worst episodes— but she's not the one at fault.

Regardless of how poorly written the part – if the actor doesn't do their job to actually ACT the part – it is their fault. I couldn't stand her character or the show. Simply dreadful as an adaptation of anything in the ST universe.

And can be tough too,for example, her character "Red" in "Orange Is the New Black"
