But the thing is
Marvel was the one arguing that they are not human! Why? Because of all the taxes they don't have to pay because the Marvel toys aren't human (and thus aren't taxed as 'Dolls' which have a higher tax rate). All the US Government was doing was agreeing with Marvel's lawyers arguments. |

These kinds of custom tricks happen daily. Foods are imported half-prepared instead of importing the ingredients separately etc
It's all how you interpret and abuse the tariff lists. |
