This stuff is really egregious.

I wonder if you could search the text of the law/regulations/whatever and look for:

Is there an exception for small enterprises?

Is there any exception you could find a way to apply to your situation?

What are the penalties if they catch you?

Are they going to catch you?

If all they're going to do is warn you…

I raise this question because even though these laws essentially prohibit small business they were not intended to eliminate small businesses, so it's 50/50 whether they carved out an exception or they incompetently wrote a law with unintended consequences.

It's great that if you're not the government and you take an action with catastrophic unintended consequences you get hurt. If you're the government and you take an action with unintended consequences other people get hurt.
