Actually, the rules are tactical only. No mini-campaign or encounter generator, I'm afraid.

what is new and interesting about it

Probably the single most innovative thing is the movement system. It's quick, intuitive and easy to learn but retains a high level of realism (the authors have between them some 80 years experience with sail, including time as a volunteer on the oldest full sail barque in active service). So when it comes to sailing, they know what they're talking about. The movement system also allows each ship to have unique sailing characteristics (no 'all 3rd rates move like this' and 'all frigates move like that'). For example: The US super frigates were built to the same plan. However, they did not have similar sailing characteristics; United States was known for her less than stellar sailing qualities when compared to her sisters (there's a reason why she was nicknamed 'the old waggon'). That's reflected in these rules.

In addition,there are full rules for cutting out operations and shore raids (something very common in this period).
