Like the mashup novel 'Pride & Prejudice & Zombies' this is intended as parody and makes pun of the Victorian sensibilities portrayed in Jane Austen novels.

In a way it could even be seen in modern times with all the politically correct thinking.

"It's societies fault that zombies eat brains and we cannot resort to inhumane manners to dispose of the dead such as bashing them in the head, therefore we must have a social program that keeps zombies well fed so they don't eat the living."

CmdrKiley – one of the later Romero zombie movies had that premise where zombies could be taught to seek other food sources. The ending political message really ruined a rather average movie.
