I have been watching creature from the black lagoon and I have most of the other Universal Monster in represented in miniature. I can't think of any company that makes such a thing, can anyone else?

The Fishman showcase on Frothers is the best one-stop resource for this kind of thing: link

It *used* to have photos of all the fishmen, but they took them down a few months ago and haven't put them back up yet.

The closest things to actual Gillmen are made by Reviresco. Gillmen swimming: link

They are 1/64th scale, or slightly larger than 25mm, so they might not meet your needs.

Reaper used to do a very large Gill-woman, close in appearance to the Universal Gillman but with breasts, but she was way over 28mm scale, plus she was sculpted as wading, and so cut off at the knees. She's also out of production now.
