Irfanview works pretty well – it can view a lot of different image types and save 'em in other formats (and it's free).

I have Irfanview already, Techromancer, but it doesn't allow for the renaming of a file extension without the file becoming unstable.

If you want to turn a JPG into something else (GIF, PNG, etc.), load it in Irfanview, then chose File => Save As and set "save as type" to whatever file type you want.
