I would use Copplestone figures from his Back of the Beyond range He makes Soviets in the pointed cap which was worn through the Russo_Finnish war in 1940.

These are from Brigade games and could easily have been converted/painted to look more like apes. Unforuntately they are in WWII style uniforms, so a bit later than you are asking:

I did sculpt those hats though, so you could sculpt hats that match more closely with the 1920s era.

Depends on how much of a button counter you want to be. Technically all of the Copplestone released to date are either in WW1 or 1921 regulation uniforms. You could probably pass muster for the 20's if he produced some folk in greatcoat and budyenovka. For the latter part of the decade you want folk in turn down collared gymnastierka or plain greatcoats. My advice would be go for whoever does a range of Russians for the Winter War, greatcoats will always make a gigure look more bulky anyway.

In 28mm-30mm gaming, how tall would a figure representing a Soviet ape hybrid have to be?

Would it be taller than normal humans or shorter?

Would it be like what happens with Lion-Tiger offspring:

Just a thought
What if you used Pulp Neanderthals for your ape basis, they have ape like heads with heavy brows etc. You could chop and swap onto the bodies of Soviet figures or add tails and use them as nearly naked ape-men.
