That looks close enough to the Type A Palm Tree models made by Pegasus Hobbies. I couldn't find them on the Pegasus Hobbies web site, but here's a tutorial on building them:
paintingclinic.com then click "Operations" then "Pegasus Palm Trees".

Also you can scratch build passable palm trees using either cloth leaves or masking tape for the base branch material, and cutting slits into them to create the palm frond look. These tutorials are for a different shape palm branch but that's easy to change.

Masking tape:

I have some of the Pegasus Banana Trees, and can vouch for the quality of their kits.

Yes, I think you could cut down or substitute the trunk and just use the leaves.

Most of them are simple aquarium plants from our local PetSmart ("Aquarium Systems" brand), like this one:

I tried some of the Pegassus palms for "Saw Palmetto", however, I think that from now on aquarium plants are the way for me.

They are rigid enough to stay upright on bases, plus they are flexible enough to allow figures to be hidden in between, without the risk of scratching the figures or popping of their weapons.

The few Pegassus leaves I have left will be used for pieces that will put the plants right next to stones and other objects, so as not to compromise figures in any way.
