Who is your pick? Pun intended.
Richard Ayoade would be my pick.
"Oh no, the Daleks have broken through the door. Yes, that is a gas bomb. Quickly, let us walk at a casual speed to stay just ahead of the encroaching gas cloud."
Or such like.
It's all tat now, so at least he would make it funny.
Ideally they will leave the horse at peace for a decade or so.
It is a fixable thing, they just have to want to do it.
Either get Paul McGann in for a pilot regeneration, or just start with the new doctor. Get some sensible educated people around him (educated, not modern uni crazies). 45 mins ok, but at least 2-4 episode stories. Think Mum, Dad and a couple of kids, not Todd and Toby in an adult shop. If that's hard, you have issues and shouldn't be making television shows.
Or Lee Mack.
Both probably not quite right for Bond, but could work for Who.
"Quick doctor, use your sonic screwdriver!"
"Sonic screwdriver?"
"You did bring it?"
"Yes, I brought it."
"Then zapp the control panel."
"Well, I would "zapp" the control panel, if the screwdriver had any charge."
"Why doesn't it have any charge?"
"Because, someone, and I say that in jest, as we both know who I'm talking about, told me not to plug in the screwdriver this morning because they wanted to use their hair dryer when they got out of the shower."
