Unless there are actual numerical ratings being discussed, the terms seem to generally mean "underappreciated" or "of exaggerated importance". For example, one might argue that George Thomas is an "underrated" Union general. Of course Martin is correct that the terms, used in this way, are entirely subjective (which doesn't mean they can't spark interesting conversation and valuable reflection). |
