Optio is a diceless wargaming system that is unique in that it isn't abstract like other diceless and chanceless systems but as granular – even more granular – than popular dice driven systems with fat rulebooks like MeG and ADLG. Here is a brief intro on Optio's main mechanisms. And here is the starter kit, giving as downloads (hence free) all the goodies you will need to play the game. Also a customisable playsheet. A typical game to give an idea of the system in action. A standard game lasts about 2 hours – this was a longish one. One thing I haven't offered for download is the ruleset. I prefer that players personally ask me for it so I can have some idea of serious interest.
