My actual command time was very limited, but I did spend a fascinating week shadowing a regular captain who apparently spent 90% of his time on non-judicial punishments and barracks searches and similar in-garrison problems. This was 1974, and he assured me that his non-coms, all with good records in Vietnam, would do just fine in the field, but . . .

I was department head (CG) in 74. I can attest to the amount of time I spent on NJP and other disciplinary issues. Went back to sea in 77 after they instituted random pee tests. Complete difference. Actually able to work on developing the department and improvements.
