Arthur, David, Solomon, Josiah, Hezekiah, and the Candace of Ethiopia (Amanirenas)— because she stood up to Augustus and forced him to negotiate favorable terms— and Charlemagne (for advocating education and literacy).

After that, any monarchs who willingly yielded power to the people over themselves.

There is something to be said for Prince Franz Joseph II of Liechtenstein.

He had a country with no army at all, yet he apparently told Adolf Hitler to go Bleeped text himself when Hitler wanted Liechtenstein to join the Reich.

Lots of respect for Queen Elizabeth II (United Kingdom and other Commonwealth Realms).

Alexander I, he was really the pinnacle of the Russian Czars

Was a shame Queen Louise didn't live through the Napoleonic wars as she might have helped Frederick III, who also had a good reign.
