He never got beyond Divisional Leader and does not appear in the leadership Appendixes although his is classed as a Superior Divisional Commander. Would Good-Impersonal be fair?

No, he was better than "good" and was inspirational to the men he led rather than "impersonal". He went on to command a division in the Imperial Guard so was certainly capable of commanding a Corp. He should be rated like Morand.
