ANY SCALE from 28mm or smaller. Looking for an 1800s-early 1900s era crew to man a whaleboat. I am already familiar with Eureka Miniatures (but can't spend the $50 USD they charge).

Check Etsy. So many 3d folks with resin 3d printers out there and they typically will scale to suit your need.

I found this STL of a whaling boat + crew. Going by the fashion looks like it could go for the 1890s at the earliest.

Brigade Games has nice rowers. I'm having trouble finding a decent Captain. Long John Silver figures do not look like Abraham Lincoln.

Having plenty of Pirates, etc, I had an easy time finding Starbuck. Surely you have a Jacobite head with bonnet and tourie somewhere?
