Are 1/72 and 20mm figures the same?

Buy some of each and compare them.
I cannot tell you if they are "compatible". That's your decision, not mine.

Some people solve the "problem" by putting them in different units.

I ran an FIW skirmish game once upon a time with 12 different manufacturers. Nobody complained.

It depends on the manufacturer, but the height is approximately the the same. 1/72 plastics, however, are slimmer and have more realistic proportions.

Even different plastic manufacturers aren't strictly compatible – Zvezda Vs HaT – & niether are metal manufacturers.

Wrt the OP. Sometimes. 20mm isn't really a scale, more of an aspiration.
