I don't know what you did that you textured his cloak, but in the back views, it looks like it is made of knobby, coarse cloth--very cool! I'll have to experiment with my Vikings to see if I can achieve anything like that.
Not what you were working on this time, but I think the not-Chiana's eye shadow came out really well.

For the cape effect:
1-Dark grey primer with a light grey zenithal drybrush
2-Dark purple "sketchy" coat (not a smooth layer of paint)
3-Dark Purple mixed with a lighter purple sketchy coat
4- lighter purple mixed with pale sand (off-white) sketchy coat
5- lighter purple mixed with white sketchy coat

I hope that helps a little. It's been a method I've used on a lot of cloakc and such for a while now.
