The local governor tried to claim the US bombed medical supplies, but the NYT notes the photo shows a burned Buq air-defense unit (apparently in storage in a warehouse when it was hit).

Just wanted to make sure that they couldn't use it once the instruction manual in Spanish arrived COD from ACME (Russian Division).

Well even if it was unwrapped and deployed. Would the crews even be effective and/or had any real training ?

Looks like the only thing the Venezuelans/Cubans managed to fire off were a few manpads, and counter-fire neutralized that threat.
