Very little of it is even marginally set on Luna, but it certainly is a great movie!

The setting of Moonraker doesn't even come anywhere close to the Moon! Moonraker comes as close to the lunar surface as another film from 1979, Luna/La Luna.

I have some honorable mentions:

A Trip to the Moon (1902), the classic sci-fi fantasy from French filmmaker Georges Méliès.

Destination Moon (1950), practically the first known movie that depicted a journey to the Moon scientifically.

Battle in Outer Space (1959), a fun and imaginative Japanese production from Toho Studios.

Retik, the Moon Menace (1966), a full-length movie created from the Republic Pictures 12-chapter movie serial Radar Men from the Moon (1952).

The Adventures of Pluto Nash (2002), starring Eddie Murphy, was considered one of the worst movies ever made, but I thought it had a quirky "charm" to it.

Moon (2009), a curious but intriguing movie that was directed by the son of the late David Bowie.
