I bought a bunch of beautiful flags from Flag Dude, butI also misremembered how many Old Glory Flag Bearers are empty handed (not many).

Does anyone make Flag bearers who are empty handed. Essex, AB/Battle Honours, Blue Moon Stone Mountain/MusketMiniatures all come with staffs. Peter Pig are too small. What else?

I'm loathe to drill out 15mm hands.

15mm hands are quite drillable, but you do want a pin drill and no power equipment.

Depending on the casting, I cut a notch into the hand/s or simply super glue gel the staff to the outside of the hand.

Grinding out what's left of the existing pole is the hard part. Angles, scale and so forth; in metal, it's challenging without ruining the fingers – mine included!

It might be easiest to chop the hands off entirely and sculpt them back in.

That is certainly an option as well. I hate drilling out hands.
