From a rules point of view, what kind of damage would you expect a BOYS ATR to do to a T-26?
Could a shot to the engine do a mobility kill?

I presume you could take out a crewman if you hit the right spot, but I can't see it causing catastrophic damage or starting a vehicle fire or anything like that.

This is in the context of a skirmish game.
What rules do you think are best?

Sure, an engine hit could knock out the engine. You have a lot of things that can be damaged or destroyed, such as he periscope, vision slits, bodies wheels, fuel tank, and fuel transmission fluid or oil lines. Crew compartments were crowded in early war tanks so, if the shot did not initially take out a crewman, you had a round ricocheting around inside, as well as spalling. And then there is the morale effect.
