Who makes them that are suitable for colonial through ACW gaming in North America? I see haystacks here and there, but not the sheaves. I'm trying to create authentically rural areas in this scale, and these seem essential.

Is there really no market for such a thing?

A dirt cheap solution is jute packaging twine cut short and rolled between your fingers. PVA glue will hold it to a foam core and sheaves can be tied with thread. Hope this helps.

Stone Mountain miniatures had hay stacks, sheaves and other farm features back in the 1980s. Check with them

No pictures but here's the Stone Mountain list of 15mm terrain pieces which includes haystacks and sheaves: link

Note: I do not possess any of these pieces so can't comments on their appearance.
